"High Crimes and Misdemeanors, The case against Bill Clinton" can and should be read with an eye to government abuses that have taken place *since* the impeachment fiasco.
Because Clinton wasn't convicted in the Senate impeachment trial, he was punished (as a New York Post editorial summed up last fall) "without consequences." This week, Rush Limbaugh and other critics of the president are suggesting that the message sent to Clinton - that he can violate the rule of law without consequence - has resulted in the further abuse of power we saw in the raid to remove Elian Gonzalez from Little Havana.
Coulter's book lays out not only the process of impeachment and a history of Clinton's misdeeds, but also gives a framework for the purpose of impeachment. Writes Coulter, "The Constitution's impeachment power was for 'keeping [rulers] virtuous whilst they continue to hold their public trust.'" Obviously, if Clinton avoided punishment with consequences before, the threat of impeachment will no longer "keep" him virtuous.
