If you are an artist like I am, you might have found that photoshop is difficult to learn and way too expensive for an artist to purchase. Paintshop pro is a very viable alternative.

Paintshop pro has most of the features that photoshop has, and where it lacks, it make up for in speed and ease of use. If you're an artist with no computer knowledge whatsoever, it will only take you a couple hours to figure out how it works. For more advanced users, all the features are there that you need.

Though I personally prefer photoshop because I have been using it long before Paintshop Pro came into existence, I would recommend this software package for all users to edit your photos, drawing, and doing web graphics.
