A few years ago, a Web author I know created a small graphic for his personal page. On it was the Windows Notepad icon, and the phrase "Notepad: The only way to code HTML." I can expand on that and say that's it's the only tool you need to perform any number of tasks -- from working with markup languages to programming to writing to editing system files.
Unlike a lot of other Microsoft apps, Notepad is small and fast. It's not bloated with features you'll never use. In fact, there are so few features that you can master Notepad in a few minutes. It's that simple.
And think about this -- it's compatible with files written in a variety of standards. plain text, HTML, XHTML, XML, TeX, various programming languages, and more.
Sure, you don't get any fancy wizards or tools, but you probably don't need them anyway. Still, a spelling checker and a toolbar would be nice.
For simplicity, speed, and flexibility you can't beat Notepad. It truly is the one app that Microsoft got right.
