As a computer support technician at a university that has a contract with Dell, I have had my hands on many of these notebooks, so I have a pretty good idea of what problems they have. First of all, Dell has shipped these with bad ram. I think they have fixed this problems but there are plenty more where that came from. On our last order of 12 latitudes, five or six had to go back right out of the box. There were a couple of bad hard drives, some bad ram, a bad motherboard or two and a couple of bad LCD screens. Failure in general is fairly common on these notebooks.
At first, with the Latitude CP model, Dell was providing excellent support, but that started to slip as time went on. Now it has become a major ordeal to get the stuff fixed. There are long hold times and when you get ahold of some one, they make you go through all of the steps that led you to think there was a problem with the hardware.
If I were in the market for a notebook I would spend the extra few bucks and buy a Toshiba or an IBM.
