mIRC is essentially a telnet interface. Many people maybe turned off by its unspectacular user interface, but it's what is on the inside that counts. mIRC allows you to connect and chat with thousands of users. Most of them aren't AOL idiots either (you know who I'm talking about). I've used mIRC to get tons of help, and to just help. If you know what to look for, you can find a chatroom with dozens of people that truly know what they're talking about.

Basically, if you're just looking to chat, something like ICQ maybe the better option, but if you want to discuss a specific topic, give mIRC a try.
