I used to do web development for a small ISP (Internet Service Provider) that never really got off the ground. Thinking back, I can come up with a few good reasons why they never got strong, and why I wouldn't have used them if I didn't work there.

The most important thing in running an ISP is the availability of support. When it comes to computer, Murphy's Law is everything, and a lot of people will have trouble getting their computer set up for the first time. If the ISP does not offer 24/7 tech support, they are already several steps behind all the rest.

Billing is another issue. People hate having to mail in checks and payments on a monthly basis. It is so convenient for an ISP to have a direct billing method so that you don't have to mail anything out. Even better is a prepay option for 6 months to one year, with a slight discount for prepaying for service.

Finally, make sure the people running the ISP know what they are doing. It is fairly easy to setup and run an ISP service (believe it or not), but the true test of knowledge comes when anything starts to go haywire.

Many services offer a free month, and you should take advantage of that month to thoroughly test the service and make sure it is right for you. I once subsribed to an ISP that constantly had downtime problems and slow connection speeds. For a couple of months they kept telling me "we're working on it". I finally cancelled and went to somebody who knew what they were doing.
