You could use any Hi8 or Digital8 camcorder that can play Hi8 tapes and then use the camcorder's analog out to transfer video to another camcorder or VCR that uses MiniDV tapes.
You could also play the Hi8 tape on a Digital8 camcorder that can play Hi8 tapes and use its FireWire (i.Link) out to connect it to a computer or a MiniDV VCR or, possibly, camcorder.

What if you wanted to transfer Hi8 to MiniDV? Would that even be doable? Which machine(s) could you do that with?

Good Review -- One Small Correction (Reply to this comment)

I just wanted to note that there is a small degradation in quality using the LP mode on either DV or D8 camcorders. The difference isn't as pronounced as the difference between SP and EP modes on a VHS cam or VCR, but it's still there. It mostly shows up with a loss of contrast, and some detail -- most visible in low light and in very good light, where detail is best under SP mode.
Also, using LP mode puts more strain on the tape, which is already kind of fragile, especially miniDV tape. The cheapest Panasonic brand DV tape stock even recommends against using it in LP mode because of this.
I only use LP mode when the length of recording is the most important consideration.
