The controls for FIFA 97 were a bit sluggish. I revisited the game a year ago and found the controls unwieldly, and this after years of experience with FIFA 99 for PC, FIFA 2000, FIFA 2002, and FIFA 06!
That said, I also agree that the Indoor Mode is a lot of fun! EA Sports should bring it back.
One more thing: before Sweden had ever used him on their national team, I discovered Marcus Allback as an Orgryte forward by playing FIFA 97. He turned out to be a decent international player. I should work as an international scout!

Nice review on the game. Actually it may not have been your intention with a "average" rating on the game, but you may have convinced me to at least rent it from Blockbuster my next time through :)
