True it may be a good place to keep them out of the rain/water. I never thought about it like that.
However, the electric lock button is still on the door. So they have kind of Half-fixed the problem if that was their goal.

I agree that the window up/down buttons on the center console take a little time to get used to, but it is an ideal place to put these buttons.
By putting these buttons on the center console Chrysler/Jeep has eliminated the risk of rain draining into them when you leave your windows down or when you open your door on a rainy day. We all know what eventually happens over time when too much rain has gone down into the window switches.
