You should go for a Super-VHS-Compact camcorder (S-VHC-C) since it is best value per $, playbacks on normal VCRs, and records at a high quality equivalent to entry digital camcorders.

Since you are addressing the low-budget camcorder buyers, you could mention that S-VHS-C tapes are rather expensive and will not play back in a regular VCR (they will physically fit, with the adaptor, but S-VHS tapes will not play back in a regular VCR). So, to the cost of the tapes, the prospective S-VHS-C camcorder owner would have the cost of an S-VHS VCR.

However, as with any camcorder, the S-VHS-C camcorder can be directly connected to the monitor input. On the other hand, any 8mm or Hi8 camcorder can also be connected to the monitor input.

You could also mention 8mm and Hi8 camcorders, as these are in the same price range as the VHS-C and S-VHS-C camcorders and there are some nice camcorders (such as the Sony's) made in this format.
