NON-SELLING SELLERS OK?

The Bottom Line People like angella25@aol.com are allowed to sell in spite of fact they are non-selling sellers. There is no penalty for non-selling sellers. Sellers and Bidder Penalties be equal!

I recommend using Ebay...this opinion is put in the "Not recommended category" because it's like a criticism that doesn't fit well in the I Like Ebay department, but I'll try putting this opinion there as well.
I've been with Ebay a long time. For a foolish opinion they
remind me of a woman fixing her hair to the point she cuts it all off!
WHAT I DON'T LIKE:
--Latest upgrade as of 04/19/01 is a new interface for buying and selling. It's harder to read. The items you win are in black instead of green now. The items you don't win are no longer in red, they just are in unbolded black.
--Ebay DOESN'T VERIFY PHYSICAL ADDRESSES!! You can get $25.00'd to death. Theives will sell items for $25.00 or less, and never send items. Ebay doesn't do anything about suspending that seller. Why? Well up until April 2001, they could sell to their hearts content. But today, 04/12/01, they have just changed their overly "loose" policy to one that sounds unreasonable to me:

THIS SOUNDS REAL SOLID FOR BUYERS, DOESN'T IT?
No, I got this firsthand. Because I have experienced sellers who do sell items without delivery. One seller at Christmastime, listed lots of items, magical types, for Christmas. One person left a bad feedback in February, TWO months later, I waited a bit past that, and once I did, four other finally followed. Even though the seller has a habit going back to October of NOT DELIVERING GOODS, seller is still active on Ebay today. Email for proof.
If you buy and sell, retracting a bid qualifies for negative feedback.
When you give negative feedback to npb's a buyer, sellers usually return negative feedback calling you crazy or lie.
IN OTHER WORDS IT IS COMMON FOR NON SELLING SELLERS TO GIVE YOU BAD FEEDBACK BECAUSE YOU COMPLAIN YOU DIDN'T GET ITEM!!!
This is NOT RARE. It is also not as yet to my experience COMMON. BUT....
If they lie, Safe Harbour implies that they will help out, but they don't at least not in my experiences which would have been prima facie if I took them to court.
EXAMPLE:
I received an item different than what I bid on, and Ebay did nothing even though I emailed several times. And when I never got the item, after contacting safe harbor I was told there was nothing I could do except leave bad feedback.
As of 04/18/01, and it's still the same. THEIR NEW POLICY SAYS A FEEDBACK OF -(4) WILL SUSPEND A SELLER. Why is THAT NOT COMFORTING? Because a seller can have 100 NEGATIVE FEEDBACKS FOR NOT SELLING GOODS TO BUYERS, BUT AS LONG AS THEY HAVE 33 POSITIVE TRANSACTIONS, AND 25 NEGATIVES FOR PEOPLE WHO COMPLAIN THEIR ITEMS WEREN'T RECEIVED, EBAY ALLOWS THEM TO SELL. They are trying to trick people to make them think a -(4) is strict when it is too liberal. A -(4) doesn't mean four bad feedbacks, it means 4 bad feedbacks against your whole account!
EBAY DOES NOT TAKE ANY ACTION AGAINST THE NON-SELLING SELLER!

That's ridiculous, and eBay knows it is. They started out being popular with people fencing illegal goods and software. Well, I was a computer professional, and I heard this stuff from a girlfriend of mine who worked in a prison and heard it from inmates that were working for credit card companies! That was back in late 1994 I think or early 1995...
INSURANCE IS LIMITED TO $200 MAXIMUM WITH A $25.00 MINIMUM. IF A SELLER SAYS HE SENT THE ITEM BUT IT WAS LOST IN SHIPPING, BUYER BITES IT, AND IF BUYER USED A CREDIT CARD, EBAY IS VERY UNLIKELY TO HELP OUT UNLESS YOU SHOW PROOF THAT YOUR BANK DENIED TO DISPUTE THE CHARGE. (HIGHLY UNLIKELY TO OBTAIN THAT TYPE OF PROOF)
If you get defrauaded, better make sure it is only 3X in 6 months, because THAT IS THE MAGIC NUMBER. EBAY only allows 3 incidents in a period of 6 months!!!!!

To allow for communication between trading partners, you must wait 30 days from the end of the listing before filing a Fraud Report. (Gives thieves plenty of time to get away)
Your item was listed and purchased on eBay and not on another auction site or outside of eBay. (OK)
You are a winning bidder or buyer and the purchase was completed via eBay (OK)
Both you and the seller are in good standing at eBay (both parties have net feedback rating of zero or above)and have not been suspended at the time of the transaction. You must also be a member in good standing at the time you file a claim. (i guess OK)
You have filed a Fraud Report within 60 days of the item's close (more on how to file below if you have not done so already). (ok)
Your item must be legal and in accordance with eBay's User Agreement. (of course for legal, in accordance with policy--
(sic))
The value of your item is over $25 ($200 is the maximum amount of insurance coverage per auction less a $25 deductible). (sic)
You sent the money in good faith to the seller and never received the item. (ok)
Or, the item you received is significantly different from the seller's description. (ok)
You have not exceeded the three claims per six months limit. (sic)
If your item was paid for with a credit card please contact your credit card issuer prior to filing an insurance claim. If your credit card issuer denies your claim you may be entitled to file an insurance claim. (You will be required to show proof that your claim was denied by your credit card issuer.) (sic-banks won't provide proof in most incidents)
