The answer is so simple "BUY NOW". I have a clear reason

Aug 17 '01

The Bottom Line Buy NOW. Even the inexpensive or second hand PC (less than $400 and CPU clock around 300M Hz) is quite usable for the daily use.

In the last 10 years, the CPU power has markedly increased day by day, and the price of the up-to-date PC has gradually lowered at the same time. Whenever we buy the up-to-date and fastest PC, the PC will be obsolete and the fastest-PC honor will be replaced by the new one in just two or three months.

At last such a hide-and-seek transitional period has over. BUY YOUR PC RIGHT NOW when you ponder purchasing PC. Additionally, you don't have to purchase the up-to-date PC like the one salesperson recommends. The PCs having CPU clock speed more than 300M Hz are enough for the daily use; word processor, Internet browse, and E-mail. There are two major reasons; one is from the standpoints of the operation system version, and the other is from the PC hardware performance.

View from the operation system
Before the release of the Windows95, there was no PC operation system that can be used easily without having special computer knowledge. However, Windows95 was somewhat unstable and often halted unexpectedly. By the major revision and integration of new Internet technology, Windows95 was reborn as a very stable operation system Windows98, which enables us Internet easily.

After that, some operation systems, Windows2000 or WindowsMe has newly released. Though those operation systems integrated new movie related technology. Those newer technologies did not enjoy us as like Windows95 or 98 did, because we seldom use the newer video-related technology for the daily Internet browsing or daily office job.

Consequently, looking from the standpoints of the operation system, after the release of Windows98, we can buy a computer at any time.

View from the CPU performance
Next, very critical and important point is CPU performance as typified by the CPU clock count. In the last ten years CPU clock speed has markedly accelerated. Until recently the CPU speed has continued to increase by 30 percent and at the same time CPU price has continued to decrease by 30 percent in every 3 months. That means the longer we wait, the faster CPU with lower price we get, and this phenomenon might make the theme " What's the Best Time to Buy a Desktop ".

Because one of the major bottle neck points or rate-determining steps was slow CPU processing performance (less than 200M Hz), we could sense the developing of CPU performance directly proportionate to the clock number, i.e. the 100M Hz CPU PC runs twice as fast as the 50M Hz CPU PC. Along the acceleration of CPU performance, another factors, such as blank time while thinking what to write or waiting time due to network congestion, became the rate-determining steps. That situation looks like having race in the crowded town with high-powered-engine motor cars.

Thus, judging from the CPU performance, PCs which have CPU clock more than 300M Hz have more than enough performance for the daily use, and you don't have to be worried any more waiting for the faster CPU release.

Overall
In the last 2 or 3 years both software and hardware have accomplished to reach a level that everybody can use the PC easily and enjoy PC life without getting stressed out. Even the inexpensive or second hand PC (less than $400 and CPU clock is around 300M Hz) is sufficiently usable for the daily use.

Appendix
Be care above-mentioned comments are not applicable to the video editing. Video editing overstrains the CPU and needs high performance-CPU. If you are going to purchase a PC for this purpose, you should wait until the CPU clock speed exceeds 2G Hz (2000M Hz). At present if you use the fastest PCs, you would be irritated by the slow video rendering speed. For example it takes more than 5 hours to render a 1-hour-long video tape using the fastest 1.3G CPU-PC; those steps are importing the video image to the PC, encoding the image to MPEG2 data, and exporting the data on DVD-recorder.
