Although, common sense states that they would be worthless because heat rises.

but in many homes built in America right after WWII, central heating was not an option and ceiling heaters are probably the cheapest and fastest way to install some kind of heating system.

Sure has to be one of the least efficient heating strategies available though. People are probably better off with electric blankets.
