Like Monster.com, CareerBuilder attempts to help people in their quest for suitable employment. It is my belief, however, they are more concerned about bringing money in rather than running a quality job search web site.
My review of this web site is very similar to that of Monster. I have had very few actual legitimate job search results when running their search agents. More and more, it has become clogged with "get rich quick" and "work from home" results that end up frustrating people. Often times, I get legitimate results, but they are in no way remotely relevant to what I am looking for. For example, I am searching for an IT position, but I often get results for an accountant or engineering positions. I don't even bother looking at the search agent I get in my email anymore.
I have had more and better luck using all the web-based local newspaper sites than I have using CareerBuilder.
On one hand, it is free, so there's no money to lose. But you will lose a lot of time trying to find any good results from CareerBuilder. Don't waste your time.
