I have had a plan with Cingular for about two months now. After extensive research of all the company's available I went with Cingular. Here is the best piece of advise...
Go to a Cingular dealer, not a Cingular outlet. A Cingular outlet is directly connected to the company, but a dealer has more flexibility. As a result, I got a Nokia phone for free. The Cingular outlet offered the same phone for $60. The best offer they had was a free Ericcson phone, which I think are the worst. The plans at both stores are the same however there is a difference in the termination fee.
The termination fee at the dealer is $375 the first year and $175 the second year. The fee at the outlet is $175 no matter what. Also, the dealer charges $30 if you only sign up for one year, but waives all charges with a two year contract. It depends what you want.

At first I chose the regional plan. It includes Maine to Virginia, free long distance, and 120 minutes for $30. This is a bit pricey for the minutes you get. However, I heard wonderful things about Cingular.
Two days later I switched to the local plan because I could get free nights and weekends and over 200 minutes for the same price. Since I would mostly be staying in the Philly area I chose this plan. So far, I haven't had a problem. Nor did I have a problem switching plans. The area covers Southern NJ, all of DE, and almost the Eastern half of PA.
The signal is great. I have very few trouble spots, even with a very low signal. I was impressed to even get a signal inside buildings. Mind you, not all areas of a building, but most of it. The average department store or mall isn't a problem. Basements and the center of large buildings is where things can be tricky.
I took the phone out of the area when I went to NY. I had no problems outdoors, or when I was near a window inside a skyscraper. I was very impressed to have a signal inside certain parts of Penn Station. The only problem with traveling outside the area is that the services,(text messaging and voice mail) are not always available even though the phone has a strong signal.
The best part is I called customer service several times and have not had a problem. All my questions have been answered and all my requests have been granted. I will say that during peak times of the day the wait time could be about five minutes, but mostly I get an operator instantaneously.
