I agree that your explanation likely applies here. I also believe that it's a law enforcement's tactic, outside of the roadblock vicinity, to achieve: odds of random check point with legitimate excuse, disruption to force accomplice's panic behavior, a sense of control, and visibility to avoid media criticism. The odds of catching suspects with traffic violation is a matter of statistics. It's too bad that something like this happened. It's times like this that we should really appreciate all the civil liberty that we've taken for granted.

I commented to the guys at work who reminded me that the airport - here - has their own specialized officers who work the airport. As well, they have city officers who regularly do work there after hours. Our officers do not pay into Social Security, and frequently do outside work to build it up.
Our State Patrol, at least until recently, made less than the clerical staff at work. Our officers are paid well. If they wish to pursue DUI drivers at night, or any other infraction requiring a court appearance, they are guaranteed at least 4 hours of time and a half for court time, even if the citizen is a no show.
I overheard one officer state he planned to make 70K this year. And this is in the middle of the country, where the cost of living is relatively low, compared to the coasts.

Ya know, I don't have my sticker affixed to my plate either. I actually put it on when I got it, and sometime between January and around mid-April, it must have fallen off. I figured trying to put it on in the middle of the night in 20 degrees was a bad idea.
Now I got "Pink Houses" stuck in my head. Thanks a lot!

...you having to try and navigate LAX on the 4th. Smart move going to the arrival level. My hubby used to drive those blue Super Shuttle Vans that are all over out there....I have no idea how he kept his sanity. lol
My son, who lives in California called us to ask if we had heard about the shootings...It rather amazes me that we (in Wisconsin) had not heard a thing about it. I'm sure that all of the L.A. areas TV stations carried nothing but news about the shooting.
I must say, while I don't miss the traffic and the crowded living...I miss SO much my Channel 5 news team!!!! Morning news just isn't the same here. :(

but it happens almost everywhere. Is it true that a certain number of violation tickets have to be written by each officer to protect his status quo? I have heard it rumored, but I really don't believe it is true, although when it happens at the same time help is needed elsewhere, it makes you wonder.

Thanks Carol -- you make an excellent point (about how Timothy McVie got caught).
Trouble is, this was at about 12:00, when crowd and traffic control at the airport was significant. LAX is one of the world's busiest airports (#5 in passengers processed, according to Airports Council International). It was utter chaos there on Thursday, July 4. It amazes me how vulnerable we really are at airports and how we really not contain and isolate incidents... allowing them to paralyze the entire facilty. Even the suggestion of a threat has been enough to close down all terminals, all outgoing flights, and all baggage claim activity.
My brother's flight did leave, but was significantly delayed. The day's activities were more odd than ironic. Thanks for commenting,

I heard that many flights were delayed/cancelled as a result.
Working in law enforcement, there are perhaps 30 different bureaus at cop shops, each one having their niche. Homicide, burglary, traffic, fugitive, property, robbery, etc.
In a city such as Los Angeles, I'm surprised they have the time to pull over a person for such a minor infraction, but isn't that how they caught the Oklahoma City bomber?
In the large city I'm near, and drive in most every day, I've never been stopped. In my own little suburb, I've been pulled over many times for a headlight being out, tag not put on vehicle, etc. I guess cities are just different.
