Awful inventory tracking, terrible Customer Service, fraudulent business practices

Credit card charged: $251.30
Order content: 5'7" Funky Shag Rug - Duval Street
I've unfortunately had a host of issues with this company. To summarize:
1) My credit card was charged $251.30 for a rug for which I was invoiced $211.30 including all shipping, handling, taxes, etc. I have a copy of the invoice to prove.
2) After two weeks of waiting for the rug, I called Rugsusa.com on 11/20. On 11/23, they informed me the rug was out of stock.
3) They then issued my AMEX a credit of $211.30, leaving me $40 in the red - $40 they shouldn't have charged me in the first place.
4) After calling them 2-3 times and sending 2-3 emails, I didn't get far to get the $40 back, thus I've filed a dispute with AMEX.
5) The rug is still listed in stock on their website and is fully available for purchase.
I wanted a few things to occur:
1) Rugsusa.com to immediately credit my AMEX the $40 and explain why this hasn't already occurred after numerous phone calls and emails.
2) Rugsusa.com to explain why my credit card was charged on 11/8 for an item that was unavailable.
3) Rugsusa.com to explain why I had to even call them to get them to determine why my order was languishing for two weeks without any notifications.
4) Rugsusa.com to explain why my credit card was overcharged, then under credited.
5) Rugsusa.com to explain why the item is still available for purchase on their website if it's unavailable, e.g. leading to the possibility another poor soul will end up in the same situation as me.
I'm a Customer Service Manager for a fortune 500 company and I can say without a doubt that this companies' business practices and Customer Service are unacceptable.
In short - website issues (items listed as in stock are out-of-stock, credit card charged for improper amounts the moment you place the order), terrible customer service, terrible warehouse order tracking. I would not order from this company again - even if they were lower cost that other reasonable competitors, such as Rugsdirect.com.
