That's one way of looking at it, but to me overclocking AND getting a fast hard drive, lots of RAM, etc. aren't mutually exclusive options. In other words, overclocking doesn't PREVENT one from improving system performance in other ways (it is essentially free, after all), and any performance benefits are just icing on the cake.
I think that's especially true for AMD CPU's in particular, all of which these days are essentially sold "underclocked". I've heard of several websites testing the latest batches of 1 ghz Athlons, and every single CPU reached at least 1.6 ghz, with many reaching 1.8! Personally I'm running a 1 ghz Athlon at 1391 mhz (the most my motherboard will allow) and it's running beautifully, even more problem-free than the Dell Pentium III I use at work.
By the way, since all Athlon motherboards have a "double-clocked" bus, the highest bus-speed settings for this motherboard are actually 266 mhz... kind of confusing, since the DDR Asus board (A7V266) also has a 266 mhz bus. I guess the number is really intended to refer to the RAM speed, as opposed to the bus speed (A7V266, A7V133, etc).
