I have some friends in the T&C area who also tried Voicestream and had the same issues with service.. Both went to Alltel and are much happier..
Voicestream does not have any sort of analog backbone like other carriers, and thus, when you get into rural towns, or sparse areas, it is just physics that you have those problems.. GSM digital has a very short carrier wave, and is only good in decent sized towns that have an established GSM service.
