...and some just isn't accurate, in my experience. I have registered cars in New York State and Virginia, and both require that you show proof that you paid sales tax in order to register the vehicle. If you buy the car from a private seller -- who does not collect sales tax -- you pay it to the DMV when you register the car. The same is true if you buy it out of state... you have to pay the tax when you register the car. Perhaps other states do it differently but this seems like too large a loophole to go unplugged.
Your advice about women dressing sexy probably won't make you too popular with your female friends. For one thing, the salesperson could be a woman. For another, not every woman wants to play that game... some even find it insulting.
You do have some good advice in your essay... I particularly like asking for service records, although I have yet to buy a vehicle that actually had anything close to full service records. I do keep them on all my vehicles, though.
