Possibly, but I can't imagine everyone you speak to at every hotel would be authorised to engage in such haggling over rooms. I can't imagine calling say, the Hyatt Regency in Anaheim and asking if I can book a room for $40 (usually around what we pay for the Anaheim area) for two nights three months from now. I'd feel rather odd phoning a hotel and asking for a price three times less than standard rates.
There's also a question of time saving - If I want to find a room for $40 I would have to phone every hotel in the area and ask rather than doing the blanket offer to certain specifications that priceline offers.
I definitely agree that if you want something really specific then Priceline is not for you, however if all you want is a place to sleep at some certain level of star quality - this is a quick and easy solution and can get you GREAT prices.

I found that I could usually get a better deal by calling the hotel directly and making an offer. Not only do I get a better deal, but I get to pick my own hotel rather than go for pot luck. I also get a refundable deal every time.

For all of you out there wanting to purchase a cheaper ticket, It is better to just save your money and get the ticket that you want, rather than go through the hassel with Priceline.com this is my second time I have had a bad experience using priceline. their people really don't care about your business because they use your errors to there advantage, once you book incorrectly you are out of money because there is no way out!! I think that there should be a Law about their manipulation it is no companies right to take money off a person if service is not provided. DISGUSTING, SHAMEFUL, DISREGARD and I will be sure to tell all my Military freinds, family and anyone who will listen. NOT TO USE PRICELINE.COM

You're welcome to disagree, but in my experience every single complaint about Priceline has been a case where the buyer has screwed up or couldn't be bothered to research and wants to back out of their purchase after reading the very clear warning before you purchase that the sale is final.

Thanks so much for your review & detailed comments regarding Priceline! I am considering a first venture with Priceline and your strategy regarding bidding (particularly adding areas to the subsequent bids where no offers are actually available) has been invaluable! (Duh, I would have left those areas off the list rather than worked the system to my benefit!)
You have helped me AND all the others that I will now tell!!
