I agree with you absolutely about the tendency of such books to get the characters wrong (or at least not-quite-right) and about the Federation winning too easily!
Have you by any chance read Vonda McEntire's (sp?) THE ENTROPY EFFECT? It's been so long I can't vouch for all the characters being done right, but there's an incredibly vivid yet not gory death, plus REAL difficulties with time travel. The show makes it seem so easy ....
