I have had Verizon dsl and phone for over a year, everytime it storms (and sometimes just a light rain) my dsl would stop working and the phone gets crackly. They have been over many times and the entire neighborhood always has verizon trucks fixing something. They always tell me it is a problme at the hub or a loop or the outside phone lines and boxes get wet, but it never seems to be fixed. It stormed again and dsl down, then up and then some neighbors said they were down, and then 2 trucks were at different houses and then it wouldnt work at all after they messed with the lines the next day. It took me 4 hours to finally get a repair scheduled for 2 days later, the guy came at the wrong time, said he's look at it, I went back in the house for 30 seconds, went back out and him and his truck were gone! It took an hour to find out from the central office that he said he fixed a loop. He never even checked a line on the street! He never came back either to tell me what he did (or more likely DIDNT do!!!)
