It's very badly done and hard to find, but it's out there. It's like the first Fantastic Four movie, which was made long before the current big-budget one.
This is a great idea for a list. One that I think should be made is Lost!, based on Marc Andreyko's series for Chaos Comics about Peter Pan as a vampire. As far as I know, the comic book series was never finished. That makes a movie unlikely, but it could be great.

I certainly agree that a Captain Marvel film would be worth seeing... and it wouldn't be that hard to make, in comparison to something like Green Lantern.
