The sent me cards that weren't activated! I looked like a thief!

I received a $40 giftcertificates.com incentive for taking part in an online chat about a medical condition I have. I chose 2 $10 panera cards, and 2 $10 CVS cards. The cards showed up quite quickly, within 3 days with standard shipping. The same day, I went to panera and used one of my cards. That one worked. Later, I stopped at CVS for some shampoo and toothpaste. Both cards didn't work--both cards came up as "not activated" when the clerk scanned them. I was very embarrassed because I was afraid I looked like a thief, and the clerk definitely was eyeing my suspiciously. The next morning I called their customer service line. I got through to an agent quickly, and described my problem. He put me on hold for about 9 minutes. He eventually told me a merchant escalation had to be made and it might take a week to get resolution. I haven't heard anything back yet and it's been a week. I will try calling them again, but I am discouraged because at this point I think I'm just out of luck. A good business would trust their customer was telling the truth and either just send out two more $10 cards, or have the customer send them back, check them, and then resend two more gift cards that actually worked. It is not my problem they sent me faulty gift cards. I do not recommend them.
