Right you are! I spaced that out, since I was thinking about the whole REI experience while writing. They have never given dividends on sale items, for exactly the reason you offer.

You should double check the Outlet site. Last time I looked, about 3 days ago, it specifically said that REI members do not earn dividends on REI-Outlet purchases. I guess they figure you're already getting a good deal. Otherwise I agree that it's a great place to find quality equipment at a discount. (bought some nice x-mas gifts there)
