This is the first time that I've come across children's play so thoroughly analyzed.
As for exploring new activities...this little girl probably has natural intuition re: what she is and isn't ready to do and, for whatever reason, she was getting a message that she wasn't quite ready to climb on the unusual-looking equipment.
This doesn't mean that it would be bad for her to have some encouragement from her mom and/or brother just to see if she's closer to readiness than she thinks she is--but, at the same time, they should back off if she still doesn't seem to be ready.
She'll be ready when she's ready--just as she has been for all of the other types of activities that she seems to have mastered and now thoroughly enjoys.
And keep in mind that each child is an individual and never should be "required" to be "good at/comfortable doing/enjoying all experiences either at the playground or elsewhere.
