Bait + Switch = FRAUD

I bought the leading lady leisure bra. I've been searching for a front closing, low plunge, 4-hook bra, and that is exactly what was pictured here.
When I received the item, it was an 8-hook bra, and the extra 4 hooks - you guessed it -- stick up above the neckline on most of my tops. That isn't what I ordered!
When I called HerRoom and originally spoke to a snotty CSR named Ray. He agreed that the item is not as pictured but firmly stated that their policy is to never refund shipping. Let me repeat that: They admit that their description is not accurate, yet they expect me to pay to ship. The item they I believed I was getting was never shipped.
They I went to the supervisor. She reluctantly agreed to send me a prepaid shipping label but made it crystal clear that their policy is to never refund shipping. There is a paid reviewer on the website, and "her comments are based on a 38B". For the record, that isn't a legal disclaimer.
I have never been treated so badly and with such a bad attitude by any online store.
How can they fail to ship the item that they described and use my money to pay for it??
