Patrick,
Putting the rainsuit on under your leathers better holds your body heat nearer your skin. When it is over your leathers about all it does is block the wind.
But a good electic vest is still much warmer.

Is that in the spirit of "up the down staircase?"
Wouldn't it be easier to put your rain suit ON TOP OF your leathers? What am I missing here? Why the CAPITAL LETTERS? Somehow I see you as looking like first cousin to a sausage so rigged out.
FYI: I ride a recumbent tricycle without a motor, so that may make a difference in my take on things.
