Heya, Dave!
Although i chose not to spend my new/late Best Albums of 2008 piece wondering aloud whether anyone was actually reading what i typed, i know the feeling extremely well (in other words, thanks for coming by and commenting!). As for the rankings, i too could probably have switched #10 and #20 or anything in between without detectable loss of accuracy, so to a significant extent i just let the desire for good segues between paragraphs help build the list. I think it worked, although you obviously gave thought to transitions in your own way.
Of your list, i definitely prefer the Elbow album to Cuss Words of Common Life and may or may not prefer the Stand-ins to both, but they're all solid selections. Kevin Barnes, as far as i can tell, is far less interested in being David Bowie than in selling tens of thousands of copies of his Craiglist Casual Encounters ad and making it as specific as possible, which is admirably pragmatic if nothing else.
I'll add the new Dodos album to my search list, based on your description. I thought they'd broken up for good after the violent audience reception to their attempted 1680 comeback tour, but when you said "debut" i realized the old dodos had let their trademark protection lapse. The new band, from what you say, pursues a much nimbler style.

The first six or so songs on "In Ghost Colours" are the best, trashiest, cheesiest, awesomest rip-off 80s dance bullshit tracks I have ever or will ever hear. The rest of it is filler -- nothing improves on those tracks (except maybe the closing one). It's an enjoyably simple listen, I wish it just wasn't so top-heavy -- that was the same problem with their debut "Bright Like Neon Love" -- the first three tracks are amazing, most of the rest are "meh."
And I enjoyed that Walkmen record more than I expected to.
