Back into the Reagan Administration in 1984 the Federal Government set up this program called SafeLink to help lower income or disabled people to obtain good phone service at a minimum charge or free service to those who were on special programs. Back then this programs were only available for home base land line services. By 1996 SafeLink broaden their horizons and also move into the wireless systems with help from wireless phone makers like Samsung, Nokia, and Motorola. The company Tracfone was introduced as being their service provider taking control of the minutes you were to received based on the program you are qualified with.
Every state is basically run on the same provisions of what program you are into. For myself it was because of my health issues. I still have my account with Sprint for my regular service, and the only reason I took on Safelink/LifeLine is because I have 6 doctors and they would run up my minutes for my regular program. By the time I wanted to use my cell phone for my private matters my minutes were almost used up. So the program that I am on, I put all my doctors names on my Safelink phone and the sole purpose is to use it just for my medical reasons, setting up appointments or consultations on the phone.
To pre-qualify you must be ask your professional case-worker if you are eligible and then go to the web site and you will find this list of programs that if you are participating in. Every state runs almost all together on their programs that you might find a couple more or less programs of eligibility but Maryland's list as follows to be eligible.

2. Food Stamps
3. Maryland Energy Assistance Program
5. Public Assistance to Adults
6. Supplemental Security Income (SSI)
7.Temporary Cash Assistance
8. Temporary Disability Assistance
Program No one in your household currently receives Lifeline Assistance through another phone carrier. If someone in your household is receiving Lifeline Assistance you must cancel the service before applying for Lifeline Service through SafeLink Wireless. You have a valid United States Postal Address. In order for us to ship you your free phone you must live at a residence that can receive mail from the US Post Office. Sorry, but P.O. Boxes cannot be accepted.
So if your caseworker says you are eligible he/she will give you a promo code, you will enter the promo code on the first page and then you will fill out the application they provide. They will ask you to give them you Social Security Number so they can track you in what program your eligibility came from. The three minutes programs you choose from are 68 minutes, 125 minutes and 250 minutes. There are two restrictions on the 250 minutes, no roll over minutes and no international calls. On the 125 minutes there are no international calls. On the 68 minutes there are no restrictions. If you text with these phones, on the 68 minute program you will have 0.3 minutes taken away for each text and on the other two programs the charge is a full minute.

Once you completed this application it will take one minute to process your application and if approved they will give you a reference/ tracking number. This is to follow your order or if you have any questions about the program. The phone you will receive is just your basic cell phone for talking or texting. There won't be 6,000 applications you can choose from or a camera to take photos with, just a normal phone. Then time they allocate your new minutes every month from the day you started, so if you started on the 20th of the month the next months minutes with be posted on your phone the 20th next month. For you to retrieve these minutes you must dial 555 and automatically the next months minutes will appear on your phone.
Overall, I am very pleased with clarity of my phone calls. I have never had a dropped call and it took off the stress of holding each call to the certain amount of minutes I had to talk with you. They are no spammers with this phone from Safelink/Lifeline, even though once or twice a month I'll get the "you've won a vacation" calls but that's normal because I get them with my regular phone too. When your phone arrives, just pull the phone out and take it out of the baggie then insert the battery provided and then put on the back shield on and set up the adapter and charge the battery and then your set to make your first call. If you have any problems with your phone, you contact Safelink and then mail the old phone back and then you'll receive another just as long there was no negligence with the phone you sent back. All this is done online and you don't have to call anyone, the process is easy and I think it took me all of 15 minutes to get my application filled out and approved. Safelink/Lifeline has taken away some un-needed stress and all I can say is Thank You Ronald Reagan...
