It has Rock Howard. THAT increases its coolness factor.
While I am a big fan of 2D fighters, I am getting tired of seeing the same old stuff year after year. Guile has been around for over a decade. Couldn't they give him a new move or something?! They completely redrew Chun Li, and then they made her less than her SF3 version. What's up with that?
I look at some of the crazy stuff that people do with their MUGEN characters (mostly reusing old frames) and wonder why can't Capcom do something more? If you take UNITED's version of Guile for MUGEN, that guy rocks, and all they did was reuse frames in very creative ways. Capcom really needs to go back to the drawing board and reexamine some of these characters.
You can't use the balance argument because with so many characters and grooves, balance got thrown out the window. It just becomes a matter of creating fun characters to play. CvS2 has way too many stale characters for me to give it a better rating.
