Microsoft finally admitted the problem, it was supposedly fixed in the service pack released in September 2002. I haven't seen it since the service pack so for now I'll believe that it's fixed.

I heard the loop is cause from not enough juice. I heard you need at least a 350 wt power supply to run these cards. I think it's just a driver issue, because I got a PNY Verto Geforce 4 ti 4200 and I have only a 300 power supply and I have had no loop problems.
