NY makes since.. I have seen more complaints about verizon on here and wirelessadvisor.com in that area more than any other....

I am located in Rochester, NY. My Verizon device is one of approximately 650 that our company has under our "business" account, hence the so-called individual rep. I work as a PC tech and travel to all of our organizations sites, and hear countless bad feedback concerning Verizon in the Upstate NY region that we occupy. That's the scoop, it sucks for us.

verizon is known to have the best coverage because they have the largest licensed area with the greatest amount of 'partnerships'.. it sounds as though you have one of those bad areas.. I would suggest you mention where you are somewhere to give people a better idea of where you are having a problem so they can know your area has bad coverage..
As for having an 'individual' representative to handle your account, I have only heard of one company (alltel) that does this efficiently for anything smaller than corporate level accounts (100+ lines of service), that does sound like an area verizon needs to work on..
