I don't think it's so much a "problem with AMD chips" as it is a problem between the A3D chips in the Turtle Beach card, and the chipsets used in some Athlon/Duron motherboards. In this case it's the VIA KT-133 chipset. To my knowledge the Turtle Beach card is fine with other Athlon/Duron motherboards like the AMD-750, 760, or any of the newer DDR boards.

Personally, I have an Aureal SQ-2500 (which is pretty much identical to the Turtle Beach) and an Athlon motherboard using the KT-133 chipset, and I haven't run into any compatability issues to speak of.
