One of the first things you need to do when choosing boots is head to the experts. These are not shoes you can wear even if they don't quite fit, but will significantly effect your day. I ski fairly seriously, so I also care about the performance of the boots, but these guidelines should apply to all levels of skiers.
1) Make sure that they fit snugly. Remember boots will stretch and you don't want them too loose.
2) Focus on the length and the width first, if there are spots that are rubbing against your foot, those can be fixed by professionals (Some places will even push out the toe of the boot if it is a little too snug).
3) Your toe should touch the boot when you stand up straight, and when you lean forward it should nudge back just enough for comfort.
4) Make sure that your heels cannot move around too much (up or down), nor your toes (left and right). In many ways the boot should feel like a heavy sock.
4) When the boot fits snugly, the buckles should be about half way tight. This allows room for either more socks, or more control.
5) Finally, make sure that you either buy them from a professional store that can help you make adjustments,
OR spend the money getting them fixed, such as buying a custom footpad (I am flat-footed and recently spent money on orthodics for my ski boots, it made a huge difference).
