My experience is similar to yours, have lots of problems with the included video software. But the card, tuner and remote work well. Full screen works for me.
Minor comment, VCD is MPEG1 (NOT MPEG 2) 352 x 240 resolution (as you say). Might be getting this confused with "SVCD", which is MPEG-2, 480 X 480, with a much higher bit rate than VCD.
