That's how banks make their money by charging you for every little thing that you do. If they didn't charge you for every little thing, they wouldn't get bank.
I don't think it's right, nor do I think it's wrong, because that's simply how they make profit. If you feel that it's not right, I suggest that you open an account, and use that account to your advantage. When using your own account for different transactions, it usually doesn't cost you anything, but a one time fee, and that's the monthly fee that they charge each month. Therefore, you should take the advantage using your bank, since you are being charged for it.
However, I do think the cost of using other ATM's are crazy. They should lower the cost, because the charges are simply outrageous.
Once again, don't use these services.
