Meat "Cake" /Argentine Shepherd's Pie

Okay, that is the literal translation of Pastel de Carne, but this is really like a Shepherd's Pie. While living in Argentina in the early 70s, (now I have dated myself)I was cooking for the 6 or 7 students with whom I was sharing an apartment. Since we were students, I was always looking for easy and inexpensive meals to prepare. In Argentina beef of all kinds is cheap, but ground beef is one of the cheapest. This is a tasty meat dish from those student days.
Pastel de Carne/Argentine Shepherd's Pie
4 Large Potatoes, peeled
1 Egg, beaten
1/2 Cup Milk, heated
1/4 Cup Grated Parmesan (please don't use the stuff in a can)
Place the cut up the potatoes in a pot, just cover with water and boil. Remove from heat as soon as they are tender, drain off water, and mash the potato, stir in the heated milk, the beaten egg and the parmesan cheese. Set this mixture aside until the meat mixture is ready.
1 & 1/2 LB Lean Ground Beef
1 Yellow Onion, chopped
1 Carrot, diced
1/2 Cup Frozen Peas
1/2 Cup Green Pepper, diced
3 Roma Tomatoes, chopped
3 Cloves Garlic, minced
1 Tsp. Chili Powder
1 Tsp. Cumin
1/2 Tsp. Oregano
1/2 Tsp.Black Pepper
1 Tsp. Salt
In a large frying pan brown the ground beef, remove from the pan. In the same pan, saute the onion, carrots, green peppers, and garlic in a little Olive oil, adding the browned beef and tomato when they are tender. Add all spices and pour into a deep baking dish. Spread the potato mixture over the top. Bake at 400 for 40 minutes or until the potato mixture begins to turn golden brown on the top.
This goes well with a tossed salad and some crusty rolls.
