The Bottom Line Each family has to find what works best for them.

Chores....I feel that the children need to do chores because they have a roof over their head, food in their stomachs and clothes on their back. I don't feel that chores should be done for an allowance. Getting my kids to understand this is very difficult.
My situation has changed drastically and they understand that I don't have the money to pay them an allowance and they are doing fairly well at doing their chores. What I have told them is that I will get them the things that they need when I can and that's the best that I can do. If I have 3 quarters left after grocery shopping, then the girls each get one to use in those silly machines.
Young children do need to be involved in chores as much as possible. My 3 year helps me to put the clothes in the washer and helps me to take them out of the basket to hang them up. The older children are responsible for putting away their own clothes. These are just examples.

Added notes: I have finally found a chore system that is working for us!
I read about this chore chart in a Themestream article.
Each of my 4 children have their own chore jar. Inside there are slips of paper with chores written on them. The chores are written on 3 different colored slips of paper.
It's up to each individual family what each color is worth. I can't pay much. For my children the white slips are worth 10 cents and that money goes to the church. The pink slips are worth 10 cents and that money goes into a bank to save. The yellow slips are worth 25 cents and that is money that they can use as they wish.
The object of this chore system is that the children do one chore of each color each day. What works best for us is that they just pick one and take what color they get.
Some days they don't choose to pick a chore but that's ok. Some days they might do 5! I leave it totally up to them.

There are still "chores" that they are expected to do each day that are not on the slips of paper. The papers are extra things just to help me out. They still have to make their beds, put away their clean clothes, pick up after themselves etc.

It's working for us.
