The problem with this "theory" that the afp or triple screens do not gives positive and negative results is that many doctors refer to the test results as positive and negative. My own doctor told me my afp was "positive" for neural tube defects.
A quick survey of girlfriends... and around the internet... shows that up to 80% of positive test results turn out to be nothing!
According to the MAYO CLINIC COMPLETE BOOK OF PREGNANCY, five percent of women who undergo AFP screening will have abnormal results, and 95 to 98 percent of these "positive high" or "positive low" AFPs turn out to be false. Even the MAYO clinic is saying "positive"... how much more rampant must it be?
So if you want people to stop referring to these tests as handing out false positives, you need to get doctors to change their lingo.
In the meantime, if you found this page because you were searching for info after a positive result, get a second test... and then get a high resolution ultrasound, and see if they can see anything before you panic. LOTS of people have "false-positives."
