From the way that I understand it, the whole moral of the story in Watchmen the movie was...

*SPOILER! DING! DING! DING! DING!*

...that nobody needed to watch the Watchmen. What the villain was doing was at the end decided to be the right thing for society. Although wrong in the eyes of Rorschach, he was easily zapped into nothingness by Dr. Manhattan.

In simpler terms, poo happens. No matter what they tried, bad stuff was going to happen, anyway.
