Despite the small clause at the bottom of this article, there are in fact several reasons why you can and should shave your dog. Even double coated dogs.
I have a dog with features outside of his breed, namely a miniature australian shepherd. He has a very thick inner coat, thicker than most cold weather breed dogs. Strangely enough, its not the heat that bothers him. But to make a long story short, there is and can never be, a canned response to a particular item, especially one like this.
My dog is far more comfortable in winter and summer shaved, as he is an indoor dog. Family belongs indoors. In my opinion, my dog's hot spots disappear as the dog is no longer ripping hair out of his/her skin when scratching and giving it a chance to get infected. When his hair is short, he also resorts to 'flea nibbles' instead of scratching and tearing with his claws.
I have many more experiences and examples, but the most important advice and or opinion I can offer is to consult someone who is a professional. That means a veterinarian. Any veterinarian I have ever used has summed up the decision by examining a number of variables. That is his/her job.
