I have been on three different Cosmos tours, and have been quite pleased with the company's tours. Given that Cosmos offers budget tours--just about the cheapest packaged tours to Europe available from any company--the tours have been above reproach.
The three tours I have taken have been "Italian Masterpiece", "British Panorama", and "Prague, Vienna And Budapest". They have been sufficiently rewarding that I am booked on two upcoming Cosmos tours: "Grand Tour Of Spain" and "Southern England".
The hotels are generally not in the center of the cities visited, which is the worst feature of Cosmos tours. However, this accounts for the low costs of Cosmos tours, and should present a problem only for those who insist upon an active nightlife at the conclusion of an active day of touring. Sometimes the hotels ARE located in or near the center of the city, which was my own personal experience in Rome, Sorrento, Siena, London, Edinburgh and Budapest.
The food in the hotels ranges from adequate to quite good, and generally ranks at the high end of that scale.
The buses have been clean, and the three tour guides I have experienced were OK (for Italy), quite good (for Britain) and truly excellent (for Central Europe).
The key sites were always included in the tours, and I have always been selective in signing up for the optional tours: I have generally avoided the overpriced dinner evenings, but generally participated in optional sightseeing excursions. Travelers on the three Cosmos tours I have completed would have seen just about everything essential, even if they studiously avoided all optional tours.
In short, for the price, I think Cosmos tours represent quite an inexpensive way to explore Europe, and I highly recommend them.
The fellow travelers are quite companionable, and it is likely that travelers will meet many new life-long friends.
