First off, I have to say that this is the best bike that I have ever owned. Not only is the motor extremely easy to use and the suspension some of the best on a stock bike, but Honda's reliability is unmatched.
I will start with the motor. In my opinion the bike has all the power you would need to be competitive in local pro classes, but power down low is a little soft. Don't get me wrong, it still has a lot of bottom end, but not quite as much as say, a KX. Mid and top are the strong points of the new CR. The hit in the middle is very strong, almost scary. This mid hit then translates into a top end that rev's forever. I came off a 125 and as many of you know, on a 125 you are almost always using the top end power. I expected the CR to sign off much sooner than my old bike, a 99 YZ125, but I came away very impressed with the pull on the top end. One other thing that surprised me about the 2000 CR250 is the jetting. I read in some of the mx mags that it wasn't that good, but I would have to disagree. The only thing I had to do was move the needle clip and put in a one step leaner main jet. This is much better than last year. Way to go Honda!
Although the suspension is a little on the harsh side on small acceleration and braking bumps, it is still some of the best stock stuff out there. Where the 2000 CR250 suspension really shines is in bottoming resistance. I know you have read this in the magazines, but let me tell you they are not just trying to make Honda happy. In comparison to my old bike the suspension is much better. I way 170 pounds, so I am right around the target weight for most manufacturers. If you are a faster or heavier rider you may need stiffer springs front and rear, but always remember, work with what you have first. The clickers are there for a reason.
Overall, I am very happy with the 2000 CR250. Of course there are a few minor things that could be considered cons, such as the harsh suspension, the soft bottom power, and the jetting, but these are all small prices to pay for the quality of a Honda. I would recommend this bike to anyone from the beginner ranks to the pros. This is definitely one of, if not the, best 250's Honda has ever produced. Trust me, you won't be sorry if you buy one.
