The 1999 CR250R is a hard hitter. It makes most of its power, the power band, in the mid to high end. It can be sluggish in the low end but keeping a higher throttle and playing the clutch until it hits strong in its power band.
With the aluminum frame there is a lot of vibration felt into forearms of the rider. Switching to aluminum bars will decrease the feeling, unfortunately it will still be there. The stock jetting is off. The bike, stock, runs rich. Change the pilot and main jetting along with the clip position. Some of these are rider specific so I will not list what I use.
As negative as this may have sounded I love this bike. It hits hard, very hard. It's very dependable and has never let me down. For a beginner this is a hard one to recommend. It hits hard, its mid power is extremely strong and wheelies before you know it. A person with some experience I would say "snatch it up".
If you have the funds, though, you should think about the 2000 CR250R. A lot of the problems in the 1999 are fixed in the 2000. And the 2000 is "Bike of the Year" after all.
