The Bottom Line: This is a good product if you don't mind the vegetable-y scent and your lips are in ok condition. Great if you hate greasy lip balms.
I got a giftcard to Bath and Body Works for Christmas, and went ahead and used it at their big after-Christmas sale. On a whim at the last minute, I grabbed the True Blue Spa Wet Your Whistle Conditioning Lip Balm, since I always have chapped lips and consistently lose my lip balms. At the sale it was only $1, but its usually $4.

The tube is .15 oz or 4.2 g. It contains:

True Blue Spa says that this lip balm hydrates, soothes, and conditions your lips with a generous does of Shea Butter, Vitamin E, Beeswax, and Aloe.
The first thing I noticed with this lip balm was the smell. Its subtle, but I find it unpleasant and too vegetable-y. It says in the ingredients that it has flavor, so youd think it would at least smell nice, if not taste nice. There isnt any taste as far as I can tell.
I absolutely love the texture. I hate greasy lip balms, and this isnt at all greasy. Its very thick so it doesnt apply easily. However, it applies evenly, which is preferable to a lip balm that slathers on. Also, the fact that a lot doesnt go on means that it will probably last longer than most lip balms.
My lips felt lovely at first, and I could feel it on my lips for quite a while. However, after a few days of consistent use, it doesnt seem to be helping my lips heal at all theyre just as chapped and painful as before. I think that this lip balm works better to keep your lips healthy than to actually help them heal.
One more thing - I'm disappointed that this lip balm doesn't have any SPF. My lips burn pretty easily when I'm outside a lot during the summer, so this product won't be quite as helpful during the summer.
