I just bought this little fellow for my trip to Asia.
I develop my own pictures (have a darkroom at home) and have a variety of other cameras which I use regularly.
What attracted me to ELPH was bulid quality (most other APS cameras are made of cheap plastic) and the small size.
I just developed the first four rolls of film and here are my observations:
Picture quality - very good, but... a 35 mm camera will beat it easily... for less money. My recommendation here will be a Yashica T series for just about the same price. No zoom, but the Zeiss lens is a gem...
Ease of use - excellent, but make sure your fingers do not obstruct any of the autofocus/light meter openings in the front of the camera.
Lens - excellent within its limitations, but zoom (2.2x) is not powerful enough. Aspherical glass lens is very good...
Build quality - the best in the APS field...
Flash modes - excellent and unusual... even offers a mode in which the background will be seen.
Ease of use of special functions - average... too many functions to absorb intuitively... you will need to study the owner's manual...
