Pros: Stronger than your regular cut off wheels
Cons: Eye/Nose/Mouth protection a must, a little bigger, not superb for detail work
The Bottom Line: They're good and worth having in your dremel toolbox. I definitely keep a few extras on hand as cutting bolts and other hard metals, these will last.

I've got several of these cut off wheels, and they are simply great. If your new to the dremel, or just brushing up, these wheels are reinforced with fiberglass and last longer than your regular cut off wheels.
But there are a few drawbacks that I've noticed.
One, for real detail work, these are slightly larger than your regular cut off wheels, so they tend to cut right past your line if you aren't that good (like me). Masking tape around the area tends to help if you slip.
Two, they have fiberglass in them. It's not very pleasent taste when cutting through metal with them, so wear a dust mask or a respirator. Even eye protection will help because the metal will fly. After cutting a circle in a metal computer case, you wouldn't believe how much fine fine metal was "attached" to the side after cutting. You won't even believe how much is actually in your nose and mouth, and even your eyes. It's very uncomfortable, and trust me, the long term isn't a good sign either. This can go for basically all cut off wheels.
I generally use this tool at high speeds pretty much once the sparks fly. The wheel cuts itself, while applying very little or no pressure at all to the tool. These reinforced wheels last a lot longer and don't nessecarily "snap and disappear" like the standard wheels. You'll be cutting through whatever you want with these wheels in no time and using less wheels than you'd think. I've noticed that one of the wheels is about the length of time of the use of three of the normal wheels.
