The Bottom Line: I would definitely add some Voice Tech figures to your Rescue Hero collection. Since Warren is the only one that can't be had in another collection, he's a good choice.

The way my son ended up with this figure in his collection is a little odd. My step-father's name is Warren. He and my mother were looking at Rescue Hero figures in a store because they were curious about my son's latest obsession. While looking at the pictures on the back of packaging for other figures, they were ecstatic to see that there was a hero named Warren. So, they were on a mission to hunt him down for my son. I think they were a bit disappointed to see that my son didn't get the connection between this hero and "Grandpa", but they still thought it was neat.
Warren is the Mission Commander for all Rescue Heroes and as such he is not a very popular character. He's only been a major character in one video I've ever seen. But my son knew instantly who he was. And he was thrilled to add this figure to his collection.
This figure is one of the Voice Tech line. There are 8 figures in this line, all of which have somewhat transparent bodies. Warren is particularly cool because he's made from clear plastic with red and purple accents. He has orange hair in a flattop cut with a little white streak in the front as well as a matching mustache. He sports cool matching sunglasses. In his left hand is a gadget of some sort. I have no idea what it is, but it can be removed from his hand and other Heroes can carry it, too. On his back is the standard rectangular hook that all Rescue Hero figures have. There are four flat metallic connectors on this hook. His backpack slides down into place on this hook. It has matching raised connectors that are used to "read" the figure and this is where he talks from. The backpack is clear plastic with red and purple accent just like the figure. In the top center of the backpack is a square video screen that shows the Rescue Heroes logo. There is a yellow button on top of it that you can push down. When you do so, the Rescue Heroes logo on the video screen on the backpack flashes and a funky little music clip plays. Coming from Warren's right side on the backpack is a handheld satellite dish that is attached by a silver plastic cable that Warren holds in his right hand when he is wearing the back pack.
The figure says the following phrases when you push the button on the pack: "This is Warren Waters. Send in special team. Over." "Calling Rescue Heroes. Use watercraft. Rescue trapped victims. Copy." "Rescue Heroes alert. Dangerous conditions. Rescue injured victims. Do you copy?" "Team alert. Send in rescue team. Over." "This is Warren Waters. Send in Rescue Heroes special team. Copy." "Calling Rescue Heroes. Trapped people need rescue. Do you copy?" "Rescue Heroes alert. Rescue stranded people. Over." "Team alert. Use watercraft. Copy."
It keeps going. You can see that it has some basic words programmed that the computer chip mixes and matches to create new phrases all the time. The backpack runs on 3 1.5 V batteries that require a Phillips head screwdriver to change. I haven't had to change any of the batteries in any of our Voice Tech figures, so I can't tell you how long they will last. But no problems so far and my son is constantly pushing these buttons.
This figure has the extra large flat feet that are standard to all Rescue Hero figures. It makes it exceptionally easy for young children to stand them up. His left arm is a smidge loose and gradually lowers when he is holding something, but I haven't found it to be a problem yet. He works with all of the Voice Tech toys (i.e. Aquatic Command Center, Police Car, Rescue Jet and Fire Truck).
Overall, I would have to say this is figure is a terrific addition to my sons collection. He's out everyday with all of the other heroes for playtime. And since it is the only Warren Waters figure I know of, it makes him a particularly good one to have.
